Chapter I General Provisions
Article 1 To regulate its management of international student affairs, specify the responsibilities of its affiliated units, and ensure the quality of education for international students, Chongqing Normal University (hereinafter referred to as the "University") has formulated these Measures in accordance with the Education Law of the People's Republic of China and the Exit and Entry Administration Law of the People's Republic of China, among other laws and regulations, as well as the Measures for the Enrollment and Cultivation of International Students by Schools (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs, and Ministry of Public Security) and the Quality Standards for Higher Education of International Students in China (Trial) (JW[2018]No. 50), and based on its realities.
Article 2 These Measures constitute the fundamental regulations of the University for the management of international student affairs and apply to all units affiliated with the University. International students herein refer to foreign nationals who do not possess the Chinese nationality according to the Nationality Law of the People's Republic of China and are receiving academic or non-academic education in the University.
Article 3 Convergent administration of international students is being implemented in the University based on "management regulation, structural optimization, quality enhancement, and scale expansion". Relevant units affiliated with the University shall undertake respective responsibilities and collaborate to effectively cultivate and manage international students.
Chapter II Division of Responsibilities
Article 4 Relevant departments and colleges cultivating international students (each hereinafter referred to as a "cultivating college" or collectively as "cultivating colleges") shall make international student affairs part of their work based on the division of responsibilities and collaboration. These responsibilities are divided as follows:
(1) The Office for International Cooperation and Exchanges undertakes the centralized management of international student affairs for the University and coordination of international student affairs across the University. It is responsible for the enrollment, entry-exit management, scholarships, cultural activity organization, and other affairs of international students; it also works with the Academic Affairs Office, the Graduate School, and the Office of Student Affairs to coordinate cultivating colleges in managing academic and day-to-day affairs of international students.
(2) The Academic Affairs Office takes charge of reviewing cultivation programs for international students, academic management, student record management, course assessment and defense arrangements, grade management, qualification review for graduation and conferral of bachelor’s degrees, and degree conferral, among other work.
(3) The Graduate School implements unified management of full-time international master’s and doctoral students. It is responsible for cultivation program review, academic management, student record management, course assessment and defense arrangements, graduation, qualification review for conferral of academic degrees, and degree conferral, as well as management of supervisors for international master’s and doctoral students and payment of supervision fees.
(4) The Personnel Office takes charge of staffing for the teaching faculty and the administrative team based on the requirements of international student cultivation and management. It is responsible for the performance management of international student affairs, development of teachers for bilingual and English instruction, and designation ofcounselors forinternational students. The counselor-international student ratio shall not be lower than the counselor-Chinese student ratio. International counselors shall be entitled to the same benefits as those for Chinese students.
(5) The Office of Student Affairs takes care of mental health education and provision of guidance to counselors forinternational students. It incorporates international student management in assessments of college student affairs, urging thecounselors forinternational students to know international students’ learning and living needs and to provide consultation, ideological education, mental health support, and support for recreational activities.
(6) The Finance Office is responsible for the collection and allocation of fees related to international students.
(7) The Logistics and Assets Management Office is responsible for campus support services, including student dormitory management services.
(8) The Security Office is responsible for on-campus safety of international students and assists in handling emergencies involving international students. It will work with the Office for International Cooperation and Exchanges in safety education and management of international students.
(9) Other relevant units affiliated with the University play a part in international student education based on their respective responsibilities. These units should intensify communication and collaboration, effectively fulfill their duties in the education and management of international students, and shall not shirk or evade their responsibilities.
(10) The cultivating colleges are responsible for the cultivation and day-to-day management of international students. Each cultivating college shall:
1. Designate a college leader to oversee the handling of international student affairs and coordinate related matters of the college;
2. Assign full-time or part-time administrative staff members to manage the cultivation and daily affairs of international students;
3. Develop cultivation programs for international students and submit the programs to the Academic Affairs Office, the Graduate School, and the Office for International Cooperation and Exchanges for review and registration;
4. Guide international students in course selection according to their cultivation programs, and make teaching arrangements for international students, including course assessments, internships, graduation project supervision, thesis defenses, etc.;
5. Conduct preliminary reviews and submit recommendations for graduation and degree qualification of international students in degree programs;
6. Accept and process applications from international students for academic standing changes, including inter-program transfer, leave of absence, study suspension, and transfer to another school; assist them in completing the relevant procedures;
7. Assist in the evaluation and selection processes for the award of international student scholarships;
8. Keep daily attendance tracking of international students, process leave applications, and submit them to the Office for International Cooperation and Exchanges for record-keeping;
9. Participate in the enrollment of international students.
Chapter III Enrollment
Article 5 International students are enrolled by the University to receive academic education under degree programs, including associate degree programs, undergraduate programs, master's degree programs and doctorate programs, or non-academic education for preparatory students, visiting students and research scholars.
Article 6 Substantially all the current academic disciplines and programs of the University are open to international students. Colleges are encouraged to form separate classes for international students based on the actual circumstances.
Article 7 Based on its objectives and cultivation capacity for international students, the University specifies enrollment procedures and rules, sets forth the corresponding admission requirements (in terms of academic background, academic level, language competence, identity and qualification, financial strength, and others) for international students, and establishes effective examination procedures. Cultivating colleges work jointly with the Office for International Cooperation and Exchanges in processing admission applications from international students and in conducting examinations or assessments of applicants.
Article 8 The Office for International Cooperation and Exchanges is responsible for handling international affairs for the University, including development of measures and rules for enrollment, organization of enrollment promotions and entrance examinations, and admission of international students and procurement of entry formalities for international students.
Article 9 Cultivating colleges collaborate with the Office for International Cooperation and Exchanges in finalizing admission plans and standards, and proactively conduct external promotions in international cooperation and exchanges to attract international students to study at the University.
Chapter IV Academic Management
Article 10 International students are professionally cultivated in accordance with Quality Standards for Higher Education of International Students in China (Trial) (JW[2018]No. 50]), Regulations of Chongqing Normal University on Academic Status Management of Regular Undergraduates, Regulations of Chongqing Normal University on Academic Status Management of Postgraduates (Trial), Measures of Chongqing Normal University for Academic Status Management of International Students, and other relevant provisions. Provisions on cultivation of undergraduates are implemented by the Academic Affairs Office; provisions on the cultivation of postgraduates are implemented by the Graduate School; cultivation of students through non-academic education is carried out, subject to separate administrative measures developed by the corresponding cultivating colleges.
Article 11 Cultivating colleges shall implement intensified academic management of international students, regularly report attendance of international students to the Office for International Cooperation and Exchanges, and nudge international students to timely complete learning tasks at each procedure of the cultivation process.
Article 12 Cultivating colleges shall carry out academic activities based on the consideration of international students’ psychological and cultural characteristics, and may make appropriate adaptations to their cultivation programs for international students under the premise of guaranteed education quality.
International students are exempt from courses including Theories of Politics, Military Studies, and College English, but are required to take additional courses such as Chinese Language and An Introduction to China. "Theories of Politics" is a compulsory course that cannot be exempted for international students in philosophy and political science.
Article 13 Cultivating colleges shall engage international students in practicums, internships, and social practices substantially in accordance with the same requirements as applicable to Chinese students. Places for internships or practices shall be selected in compliance with provisions applicable to foreign nationals.
Chapter V Student Management and Services
Article 14 Relevant units shall educate and manage international students in accordance with relevant state laws and regulations, the Regulations of Chongqing Normal University on Disciplinary Actions for Students, the Regulations of Chongqing Normal University on Disciplinary Actions for International Students, and other applicable rules and regulations, ensuring that the international students abide by laws and regulations, respect China's social ethics and customs, and comply with the rules and discipline of the University.
Article 15 Generally the University does not organize international students to participate in military training or political activities.
Article 16 Cultivating colleges shall earnestly organize international students to take part in activities that promote the understanding of the Chinese society and fine traditional Chinese culture, as well as various cultural and sports activities conducive to physical and mental health. Chinese and international students are encouraged to form joint teams to participate in academic competitions, sports events, cultural activities, and student club activities.
Article 17 Importance shall be attached to mental health education and the healthy development of psychological counseling and support services for international students.
Article 18 The University respects ethnic customs and religious beliefs of international students, without providing venues for religious activities.No missionary or religious gatherings or any other religious activities shall be conducted on campus.
Article 19 With approval from relevant departments of the University, international students may hold celebrations for important traditional festivals of their home countries at designated locations and within specified areas on campus, provided that there is no objection or attack to other nationsor peoples, or words or actions in violation ofChinese laws, regulations orpublic morals.
Article 20 International students accommodated in international student dormitories shall be subject to management by the relevant departments in accordance with the University's dormitory management regulations.
Article 21 The University implements a mandatory, full-coverage insurance system for international students. International students must purchase insurance in accordance with relevant Chinese regulations and the University's requirements. Those who fail to purchase insurances as required shall be given a deadline to do so, and will be rejected or be subject to dismissal if the failure persists beyond the deadline.
Article 22 Emergencies involving international students shall be handled under the leadership of the Office for International Cooperation and Exchanges, with joint participation of relevant departments and cultivating colleges, subject to relevant measures of the University for management of emergencies involving foreign nationals.
Chapter VI Management of Funds and Scholarships for International Students
Article 23 Fees and charge standards for international students are subject to relevant state regulations.
Article 24 The University strictly follows regulations on scholarships in enrollment, cultivation and management of international students entitled to scholarships.
Article 25 The University operates the Chongqing Normal University President Scholarship, and act energetically to expand funding sources for the scholarship, aiming to attract outstanding international students.
Chapter VII Supplementary Provisions
Article 26 Matters not covered by these Measures shall be handled in accordance with relevant state laws and regulations, and relevant provisions of the University.
Article 27 These Measures shall take effect from the date of promulgation, subject to interpretation by the Office for International Cooperation and Exchanges.
