Regulations of Chongqing Normal University on Students Management (Revised)

Chapter I General Provisions

Article 1 To regulate the management of students in Chongqing Normal University (hereinafter referred to as the "University"), maintain the normal order of academic activities and living in the University, protect the students’ legitimate rights and interests, and produce socialist builders and successors who achieve all-round development inmoral, intellectual, physical, aesthetic and other aspects. These Regulations are formulated in accordance withthe Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Regulations on the Management of Students in Regular Institutions of Higher Education (Order No. 41 issued by the Ministry of Education), other applicable laws and regulations, and the Charter of Chongqing Normal University.

Article 2 These Regulations apply to the management of all postgraduate, undergraduate, and junior college (higher vocational) students (hereinafter referred to as "students") enrolled in regular higher education programs at Chongqing Normal University.

Article 3 The University is committed to operation in the socialist orientation, upholds the guiding role of Marxism, and fully implements the state’s education policy. It takes moral education and talent cultivation as its fundamental mission, focuses on ideal and belief education, fosters and practices the core socialist values, and promotes fine traditional Chinese culture, revolutionary culture, and advanced socialist culture, while attaching great importance to cultivating students' sense of social responsibility, innovative spirit, and practical abilities. Through law-based governance and scientific management, in combination with a comprehensive management system established and improved to regulate management practices, the University realizes the integration of management and education, with constant improvement in its management and service.

Article 4 Students shall uphold the leadership of the Communist Party of China, conscientiously study Marxism-Leninism, Mao Zedong Thought, the theoretical system of socialism with Chinese characteristics, as well as the important speeches of General Secretary Xi Jinping and his new concepts, new ideas, and new strategies in governing the country, bolster their confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and establish the common ideal of socialism with Chinese characteristics. Students shall foster a spirit of patriotism, unity, peace, diligence, courage, and ceaseless self-improvement, enhance their awareness of the rule of law, comply with the Constitution, laws, and regulations, follow the standards of civic morality and the University’s management regulations, and develop good moral character and behavioral habits. Students shall study diligently, courageously explore, voluntarily practice, and strive to master modern scientific, cultural knowledge, and professional skills. Students shall actively engage in physical exercise to promote physical and mental health, enhance personal cultivation, and develop aesthetic appreciation.

Article 5 In implementing student management, the University shall respect and protect students' lawful rights, educate and guide students to fulfill their due obligations and responsibilities, and encourage and support their self-management, self-service, self-education, and self-supervision.

Chapter II Students’ Rights and Obligations

Article 6 Students have the following rights during their study in the University as provided by law:

(1) To participate in various activities scheduled according to the University academic plans and to use the educational resources made available by the University;

(2) To engage in social practice, volunteer services, work-study programs, cultural, artistic, sports, and scientific and cultural innovation activities, and to receive employment and entrepreneurship guidance and services;

(3) To apply for scholarships, grants, and student loans;

(4) To receive well-based and fair evaluations regarding their moral character and academic performance, and to obtain the corresponding academic degree certificates and diplomas upon completion of the required coursework stipulated by the University;

(5) To organize and take part in student organizations on campus, to participate in school management in an appropriate manner, and to be entitled to the rights to information, participation, expression, and supervision regarding matters relating to the University and student rights and interests;

(6) To file an appeal with the University or the department of educational administration for objection to any disciplinary action or sanction imposed by the University, or to file an appeal or initiate a lawsuit in accordance with the law if they believe acts of the University or its teaching and administrative staff have infringed any of their lawful rights and interests, including personal and property rights;

(7) Other rights stipulated by laws, regulations and the University’s charter.

Article7 Students shall fulfill the following obligations during their study in the University as provided by law:

(1) To comply with the Constitution, laws, and regulations;

(2) To abide by the University’s charter, rules and regulations;

(3) To uphold academic ethics and complete the required coursework;

(4) To pay tuitionfees andotherrelated fees as required, and to fulfill the corresponding obligations associated with any student loans or grants received;

(5) To follow the Code of Conduct for Students, respect teachers and elders, and cultivate good moral character and behavioral habits;

(7) Other obligations stipulated by laws, regulations and the University’s charter.

Chapter III Academic Standing Management

Article 8 New students admitted by the University in accordance with the state regulations on student enrollment shall register with the University by presenting the Offer from Chongqing Normal University following relevant requirements of and within the period specified by the University.Any student who is unable to register on time may apply for an extension of up to 15 days.Failure to make such application or to register upon the expiration of such extension, unless otherwise resulting from a justifiable reason such as a force majeure event, will be deemed as a waiver of the offer.

Article 9 The University will, upon registration of new students, preliminarily check their eligibility for admission. Students who have passed the preliminary check may proceed to complete the admission formalities and be registered in the academic registry. Those who fail to pass the preliminary check due to any inconsistency of their actual circumstances with information in the offer, application or other supporting materials, or due to any other violation of the state regulations on admission examinations will be disqualified for the admission.

Article 10 A new student may, by reason of military service, entrepreneurship, illness, or other special circumstances, apply to reserve the admission eligibility for up to 2 years (with military service exempted from this limit). During the period of such reservation, the student possesses no academic standing with the University.

Before the expiration of the reservation period, the student shall apply to the University for admission and proceed, after passing the eligibility review by the University, to complete the admission formalities. Failure to pass the review will disqualify the student for the admission, while failure to complete the admission formalities on time without any justifiable reason such as force majeure will be deemed a waiver of the admission.

Article 11 Within 3 months following student admission, the University will conduct a review in accordance with the state regulations on student enrollment.The review shall mainly cover the following aspects:

(1) Compliance of the enrollment formalities and procedures with the state regulations on student enrollment;

(2) Verification of the eligibility for admission and compliance of enrollment with applicable regulations;

(3) Personal identification and consistency of the personal information in the offer and applicant files;

(4) Physical and mental health conditions for satisfaction of program requirements to ensure normal study and living in the University;

(5) Professional proficiency in case of students admitted to special programs in arts, sports and others for satisfaction of enrollment requirements.

A student that is found during the review to have practiced fraud, favoritism, malpractice, or similar misconduct will fail the review, with the corresponding academic standing revoked; in severe cases, the matter will be transferred by the University to competent departments for investigation.

A student that is found during the review to be in any physical or mental condition unsuitable for in-school study, as verified by the diagnosis from a secondary hospital of level A or above designated by the University, and requires convalescence at home may apply for reservation of the eligibility for admission in accordance with Article 10.

The review shall be conducted following the procedures and methods provided in relevant provisions of the University on the management of academic standings for students (hereinafter referred to as “regulations on academic standing management”).

Article 12 At the beginning of each semester, students shall complete the registration procedures within 15 days as stipulated by the University.Those unable to register on time shall apply for deferred registration. Registration will not be processed for students who fail to pay tuition fees in accordance with the University’s regulations or who do not meet other registration requirements.

Students from economically disadvantaged families may apply for student loans or other forms of financial aid, and upon completing the relevant procedures, shall be registered.

Article 13 Students shall be subject to assessment of performance in courses and academic procedures (hereinafter collectively referred to as "courses") prescribed in the University's talent cultivation programs. Assessment results shall be recorded on their academic transcripts and filed into their academic record.

Assessments are divided into examinations and evaluations.Assessments and performance grading shall be carried out following the regulations on academic standing management.

Article 14 Assessments and evaluations of students’ moral character will be conducted in accordance with Article 4 herein, and may take the form of personal self-reflection, democratic appraisal involving faculty and students, or otherwise.

Assessments of performance in physical education will highlight the process management, with general consideration given to attendance, in-class performance, extracurricular physical exercises, physical fitness and health, among others.

Article 15 The number of credits a student earns each semester or academic year shall meet relevant requirements of the University. Students who fail to meet these requirements will be subject to the applicable measures specified in the regulations on academic standing management.

Article 16 Students may apply, in accordance with relevant regulations of the University, to pursue a minor in or take courses offered under other programs in the University. Students may also apply to pursue a minor or take courses at another university based on inter-institutional agreements, or participate in open online courses recognized by the University. Grades (credits) earned by the students through the courses will, subject to review and approval by the University, be recognized.

Article 17 The University encourages, supports, and guides students in participating in social practices, innovation and entrepreneurship activities. Students’ experiences and achievements through participation in innovation and entrepreneurship projects, social practice activities, publication of academic papers, and obtainment of patent authorization major studies and academic requirements, if related to their academic learning and requirements, may be converted into academic credits and counted toward their academic performance.

Article 18 The University will record and issue students’ academic performance in an accurate and complete manner, and file the same into the students’ academic record. Grades obtained through make-up exams or retakes will be indicated accordingly.

If a student commits a material disciplinary violation or cheats in the assessment of performance in a course, the assessment result for that course will be recorded as invalid, and corresponding disciplinary action will be applied to the student, depending on the severity of the violation or cheating. In case a warning, serious warning, demerit, or probation is administered, the student may be given a chance to retake the course based on the demonstration of good conduct after education.

For students who discontinue their studies due to withdrawal or other reasons, courses they have taken and credits they have earned during their studies in the University will be recorded. If the students are re-enrolled by passing the entrance examinations and meeting the admission requirements, their previously earned credits may be recognized as the University deems appropriate in accordance with its regulations.

Article 19 Students shall attend activities prescribed in their academic programs as scheduled. Those who are unable to attend on time shall ask for leave and obtain approval. Absences without justification will result in criticism and education according to regulations of the University. In serious cases, corresponding disciplinary actions will be applied.

Article 20 The University carries out integrity education for students, recording students’ integrity in academics, scholarship, and conduct, among other aspects, in an appropriate manner. Mechanisms for constraining and penalizing dishonest behaviors are established. Students who are found to have committed serious acts of dishonesty may be subject to corresponding disciplinary actions. In cases of academic dishonesty, restrictions may be placed on the awarding of degrees, academic titles, honors, etc.

Article 21 Students who demonstrate interest and aptitude in another program during their studies may apply to transfer to that program in accordance with relevant regulations of the University on inter-program transfer. However, students admitted through special enrollment forms or otherwise prohibited to make such transfer by relevant state regulations or according to prior agreements with the University may not request a transfer.

When the University needs to adjust its academic programs in response to evolving societal demands for talent, students enrolled under that program may be allowed to transfer to another program for continuing study in accordance with relevant regulations of the University. Priority consideration will be given to transfer requests from students reinstated after a leave for entrepreneurship or military service.

Article 22 Students are generally expected to complete their studies at the University.However, those who suffer from illness or have special difficulties or particular needs that make it impossible for them to continue their studies at the University or who are unable to meet the University's academic requirements may apply for a transfer to another institution.Transfer will not be permitted for a student who:

(1) Has pursued studies in the University for less than one semester after admission or is less than one year away to graduation;

(2) Has a college entrance examination score lower than the admission standard that the receiving university applied in enrolling students from the same source region to the intended program in the corresponding year;

(3) Applies to transfer to a higher academic level;

(4) Has been enrolled for directed employment;

(5) In case of a postgraduate student, requests a transfer to an institution or a program of which the admission control standard is higher than that of the University or program the student is currently in;

(6) Lacks proper justification for the transfer.

Postgraduate students and undergraduate (or associate degree) students in special programs, if requesting a transfer due to changes in the student development conditions of the University or other non-personal reasons, may seek coordination of Chongqing Municipal Education Commission for transfer to a peer-level institution with corresponding proof issued by the University.

Article 23 A student may be transferred to the University, provided that the following conditions are concurrently satisfied: An application for transfer from the student with reasons stated has been received by the academic standing management department of the University; the transfer has been approved by the current school of the student and the University; the University deems that the transfer conforms to its cultivation requirements and it is capable of the cultivation after examining the conditions and supporting materials of the transfer; the transfer has been approved after discussion at a President’s Office Meeting or a special meeting of the University. In case of a postgraduate student, the transfer also requires consent from the supervisor of the receiving program. If any student intends to transfer from the University to another school, such transfer shall be subject to approval of both the University and the receiving school; if the receiving school agrees to receive the student after discussion, the student may transfer.

For a trans-provincial transfer, the transfer formalities will be processed after the provincial departments of educational administration concerned confirm that the transfer has satisfied corresponding conditions.

Article 24 Specific measures for student transfer are established and improved by the University in accordance with relevant state regulations; transfers will be timely disclosed to the public. For any transfer-in student, the University will file a report with Chongqing Municipal Education Commission within 3 months after the transfer is completed.

The University accepts the supervision and governance of Chongqing Municipal Education Commission over student transfer. Any non-compliant transfer will be promptly corrected, with the liability of related personnel pursued in accordance with regulations.

Article 25 Students may complete their studies in stages. Unless otherwise specified, students shall complete their studies within the maximum duration of study (including any leave of absence and any period of maintained academic standing) prescribed by the University, which is the standard program duration plus a 2-year extension (or 1-year extension for postgraduate students). Nevertheless, this maximum duration of study shall not apply in case of a leave of absence for entrepreneurship.

For a student who applies for a leave of absence or needs a leave of absence as the University deems, the leave of absence may be taken with approval of the University.

Article 26 Currently enrolled students may apply for a leave of absence withpreserved academic standing to pursue entrepreneurial activities. In such cases, the maximum period of study may be extended by up to 4 years beyond the standard program duration (or by up to 2 years for postgraduate students).

Article 27 For new students and currently enrolled students who enlist in the Chinese People's Liberation Army (or the Chinese People's Armed Police Force), the University will preserve their admission eligibility or academic standing until the lapse of up to 2 years after their discharge from military service.

For students participating in joint cultivation programs organized by the University, the University will preserve their academic standing during the period they are studying at the partner institutions.

During the period of preserved academic standing, students shall be subject to the management of the military unit or education institution they are actually affiliated with.

Article 28 Students taking a leave of absence shall undergo the required procedures before leaving campus. During the leave, the students will have their academic standing preserved, without access to benefits and services available to currently enrolled students.For students taking a leave of absence for illness, their medical expenses will be subject to relevant state and local regulations.

Article 29 For reinstatement after a leave of absence, students shall submit an application to the University within the specified period prior to the expiration of their leave of absence, and procure approval from the University.

Article 30 Students may be dismissed by the University if they:

(1) Fail to meet the University's academic performance requirements, or fail to complete the required program of study within the maximum duration of study prescribed by the University;

(2) Fail to submit an application for reinstatement within the period specified by the University prior to the expiration of the leave of absence or the period of academic standing preservation, or the application for reinstatement fails to pass the review;

(3) Suffer from a disease or accidental injury that prevents them from continuing their studies at the University according to the diagnosis by the hospital designated by the University;

(4) Have been absent from required academic activities for two consecutive months without prior approval;

(5) Fail to register within the time period specified by the University, without applying for a deferment;

(6) Are subject to any other circumstance specified by the University that prevents them from completing their studies and warrant academic dismissal.

A student that applies for withdrawal shall, after approval of the University, go through the withdrawal procedures.

Article 31 Students who withdraw or are dismissed shall undergo the withdrawal procedures and leave the University within the time limit specified by the University. For postgraduate students who have withdrawn or been dismissed but can find employment based on their prior completed academic qualifications and relevant employment policies, the University will report to the local provincial graduate employment department to complete relevant procedures. If no employer is secured within the designated period, the students shall undergo the withdrawal procedures and leave the University.

The academic records of students who withdraw or are dismissed will be returned by the University tothe places oftheirfamily residence, and their household registration will be transferred back to their original placesof registration or placesof their family household registration.

Article 32 Students who complete their academic programs with satisfactory performance within the duration of study specified by the University and meet the graduation requirements of the University will be granted graduation, and receive a graduation certificate before they leave the University.

Those who meet the conditions for degree conferral will be awarded a degree certificate.

Students who complete their academic programs and earn the credits necessary for graduation ahead of schedule may apply for early graduation in accordance with the academic standing management regulations.

Article 33 Students who complete their academic programs within the duration of study specified by the University but fail to meet the graduation requirements of the University may be granted graduation, and receive a certificate of completion before they leave the University.

Students who receive a certificate of completion may apply for a certificate of graduation if they satisfy the graduation conditions and for a degree certificate if they satisfy the conferral conditions, provided that such conditions are satisfied within the duration of study specified by the University.

Students who withdraw or are dismissed will receive a certificate of study from the University.

Article 34 The University completes and issues diplomas, degree certificates, and other academic credentials with personal information provided by students upon enrollment, strictly based on the nature of institution and form of study.

Students who change personal information such as name and date of birth, which is to appear on credentials, during their study at the University shall provide reasonable and sufficient justification, along with legally valid supporting documents. If any verification of such information requires support from the provincial administrative departments and other related departments of the native places of the students, the University will actively seek for such support.

Article 35 The University implements the electronic registration and management system for higher education academic standing and academic credentials, undertaking to timely complete electronic registration of academic standing and academic credentials for students in accordance with relevant regulations.

Article 36 Students who complete their major programs within the duration of study specified by the University to satisfaction of the graduation conditions and simultaneously complete a minor program to satisfaction of the minor program requirements will receive a certificate for completion of the minor program.

Article 37 In case students have obtained the admission eligibility or academic standing in violation of the state regulations on student enrollment, their academic standing will be revoked, and no diploma or degree certificate will be issued to them; diplomas or degree certificates that have been issued will be revoked by the University in accordance with the law. Diplomas or degree certificates that have been obtained from the University through cheating, plagiarism, copying, or other forms of academic misconduct or improper means will be revoked by the University in accordance with the law.

If a diploma or degree certificate subject to revocation has already been registered, the University will deregister it and report to the Chongqing Municipal Education Commission for declaration of its invalidation.

Article 38 For a student whose diploma or degree certificate is lost or damaged, the University shall, if requested by the student, issue a corresponding certificate after verification. The certificate so issued shall have the equal effect with the original.

Chapter IV Campus Order and Extracurricular Activities

Article 39 The normal campus order needs to be maintained jointly by the University and students so as to ensure a safe and stable campus environment for normal study and living of the students.

Article 40 Different forms of organizations are established and improved by the University for students to participate in itsgovernancepursuant to laws and the charter of the University.

Article 41 Students shall consciously abide by the standards of civic morality and the University’s management regulations, actively build and maintain a civilized, clean, beautiful, and safe environment for study and living, enhance their awareness of safety, risk prevention, and self-protection, and safeguard their own legitimate rights and interests.

Article 42 Students shall not engage in illegal activities such as excessive drinking, fighting, gambling, or drug use, or in the dissemination, duplication, or sale of illegal publications and audiovisual materials. They shall not participate in illegal pyramid schemes or engage in cult activities, or feudal or superstitious practices, nor engage in or participate in activities that damage the image of college students or go against the public order and good customs.

The University may, if finding a student is engaging in any illegal activity on campus or suffers from a serious mental illness that may pose a threat to others, lawfully take necessary measures or assist relevant departments in taking such measures.

Article 43 The University adheres to the principle of separation between education and religion. No organization or individual may conduct religious activities on campus.

Article 44 A student congress system is established and improved by the University to create necessary conditions for activities of the Student Union and Graduate Student Union and to play a role in student management.

Students may establish and participate in student organizations in the University. For establishment of an organization, students shall submit a written application pursuit to relevant regulations of the University, obtain approval from the University, and comply with the registration and annual review procedures.

Student organizations must conduct activities to the extent permitted by the Constitution, laws, regulations, and the University’s management regulations, accepting the leadership and supervision by the University. The invitation of an external organization or individual by a student organization to hold a lecture or conduct any other activity in the University shall be subject to prior approval of the University.

Article 45 The University advocates and supports students and student organizations conducting academic, scientific, artistic, cultural, entertainment, sports, and other activities beneficial to physical and mental health and personal development.

Extracurricular activities conducted by students shall not disrupt the normal order of academic activities and living in the University.

Students participating in work-study programs must abide by laws, regulations, as well as the management regulations of the University and employers, and fulfill the relevant agreements on work-study activities.

Article 46 Students organizing large gatherings, demonstrations, rallies, etc. must obtain approval following legal procedures and relevant regulations. Any activity that fails to be approved shall be discouraged or stopped by the University.

Article 47 Students must comply with state regulations and regulations of the University on internet use. They shall not access illegal websites, share illegal content in text, audio or video form, fabricate or spread false or harmful information, or hack into others' computer or mobile networks.

Article 48 Regulations on student dormitory management are established and improved by the University.Students shall abide by the regulations of the University on student dormitory management. The University encourages and supports students to implement self-management through the formulation of conventions.

Chapter V Awards and Punishments

Article 49 Students achieving all-around development in moral, intellectual, physical, and aesthetic aspects, or excelling in moral character, academic performance, scientific innovation, entrepreneurship, academic competitions, cultural and artistic activities, volunteer service, and social practice will be commended and rewarded by the University.

Article 50 Commendations and rewards for students may take various forms, including award of titles such as "Triple-A Student" or other honorary titles, award of scholarships, and corresponding spiritual encouragement or material rewards.

Open, fair, and impartial procedures and regulations are established by the University for commending and rewarding students, as well as for decisions involving student benefits, such as selecting candidates for recommended admission to graduate programs without examination, awarding national scholarships, or selecting students for government-sponsored overseas study programs. Regulations on selection and public announcement are established and improved accordingly.

Article 51 Students who violate applicable laws and regulations, these regulations, or the University's discipline shall receive criticism and education. Depending on the severity of the case, the following disciplinary actions may be applied:

(1) Warning;

(2) Serious warning;

(3) Demerit;

(4) Academic probation;

(5) Expulsion from the University.

Article 52 Students may be expelled by the University if they:

(1) Violate the Constitution, oppose the Four Cardinal Principles, undermine stability and unity, or disturb social order;

(2) Violate state laws, constituting criminal offences;

(3) Become subject to penalties for public security offences, where the circumstances are serious and the offences are grave;

(4) Take an exam for others or have someone else to take an exam on behalf, organize cheating, use communication devices or other instruments for cheating, sell examination questions or answers for profit, or have any other serious cheating behavior or act that disrupts the exam order;

(5) Commit serious academic misconduct such as plagiarism, falsification, or fabrication for a thesis or publicly published research results, where the circumstances are serious, or engage in the writing of a thesis for another person, or engage in buying or selling of theses;

(6) Violate these regulations of regulations of the University, resulting in serious disruption to the order of academic activities and living in the University, as well as to the management order in public spaces;

(7) Infringe uponthe legitimate rights and interests of other individuals or organizations, resulting in serious consequences;

(8) Are subject todisciplinary actionsdue to repeated violation of the University’s regulations, failing to reform after education.

Article 53 Any disciplinary action applied to a student by the University must have a written decision on the disciplinary action.The written decision shall contain the following details:

(1) The student's basic information;

(2) Facts and evidence supporting the disciplinary action;

(3) Type, basis, and duration of the disciplinary action;

(4) Ways to appeal and the time limit;

(5) Other necessary details.

Article 54 The University applies disciplinary actions in accordance with the principle of combining education with punishment, ensuring that the disciplinary actions are proportionate to the nature of the violation and the severity of the fault. The disciplinary actions shall be administered in a manner that is evidence-based, clearly justified, accurately categorized, procedurally fair, and suitably proportioned.

Article 55 Before disciplinary actions or other adverse decisions are made against students, the University will inform the students of the facts, reasons, and basis for the proposed decisions, as well as their right to state their cases and defend themselves. The students' statements and defenses shall be fully heard.

The written documents including the decision and notice of disciplinary action shall be delivered directly to the student. If the student refuses to receive them, they may be deemed served when they are left at the student's place.If the student has left the University, the documents may be delivered by mail. If the student is otherwise unreachable, the documents may be posted on the University's website or announced via news media.

Article 56 Decisions involving the revocation of admission eligibility, cancellation of academic standing, withdrawal, expulsion, or other actions that significantly affect a student's major interests must be deliberated and decided upon at a President's Office Meeting of the University. Prior to such decisions, a legal compliance review must be conducted. Any other action or disciplinary action decision against a student shall be subject to discussion and decision at a special meeting of the University.

Article 57 Except for expulsion, disciplinary actions imposed on students shall have a specified duration of effect: 6 months for a warning, 8 months for a serious warning, 10 months for a demerit, and 12 months for academic probation. Upon expiration of the period, the sanction shall be lifted in accordance with the University's prescribed procedures. If a student's remaining period of study under an academic program is shorter than the specified duration of effect for a disciplinary action, this will be subject to decision at a special meeting of the University.

A student subject to any sanction period is ineligible for awards, scholarships, student leadership positions, and Party/League organization training programs, and shall not receive any assistance beyond emergency relief for special difficulties.

The students shall submit a written application to the University for the lifting of the disciplinary action within 15 days before the expiration of the sanction period. Upon lifting of the sanction, the student regains eligibility for awards, recognition, and other rights.

Article 58 The University shall ensure that all documents and records concerning rewards, treatments, disciplinary actions and termination of any sanction period are completely and accurately filed in both the University's official archives and the student's personal file.

For students who are expelled, the University will issue a certificate of study for the period attended. The students shall leave the University within the time limit specified by the University, and theiracademic recordsshall be returned by the University tothe localities oftheirfamily residenceorplaces of theirfamily household registration, while their household registration shall be transferred back to their original placesof registration orplaces of theirfamily household registration in accordance with relevant state regulations.

Chapter VI Student Appeals

Article 59 A Student Appeals Committee is set up by the University for handling appeals submitted by students who contest disciplinary or administrative decisions.

The Student Appeals Committee shall consist of relevant administrators, heads of functional departments, faculty representatives, student representatives, and personnel responsible for legal affairs of the University. External experts in law, education, and related fields may also be invited to the Committee.

Specifically, student appeals shall be handled following procedures and methods provided by the University for handling student appeals.

Article 60 Any student who disagrees with a treatment or disciplinary action may submit a written appeal to the Student Appeals Committee of the University within 10 days of receiving the written decision.

Article 61 The Student Appeals Committee shall review student appeals, issue a review decision within 15 days of receiving the appeals in writing, and notify the appellants. In complex cases where a decision cannot be made within the prescribed period, an extension of 15 days may be granted with approval from the leadership of the University. The Committee may, if it deems necessary, recommend temporarily suspending the implementation of a decision.

If the Student Appeals Committee finds, after conducting a review, that the original decision is inappropriate in facts, basis, procedures, or other aspects, it may issue a review opinion, recommending the revocation or modification of the decision, and require related functional departments to reconsider the matter, which shall then be resubmitted to the President's Office Meeting or a special meeting of the University for further decision.

Article 62 Students who disagree with the University's review decision may submit a written appeal to Chongqing Municipal Education Commission within 15 days of receiving the review decision.

Article 63 A student who fails to submit a written appeal within the designated period after receiving the treatment or sanction decision shall be deemed to have waived the right to appeal, in which case no further appeal from the student will be accepted by the University or by Chongqing Municipal Education Commission.

If no appeal period is indicated in the treatment, sanction or review decision to the student, an appeal period of up to 6 months starting from the date when the student becomes aware of or should have become aware of the treatment or sanction decision.

Article 64 Students who find their legitimate rights and interests are infringed upon by the University or its staff in violation of the Regulations on the Management of Students in Regular Institutions of Higher Education or these regulations, or any rules or regulations of the University are in conflict with state laws, regulations, or the Regulations on the Management of Students in Regular Institutions of Higher Education may file a complaint with Chongqing Municipal Education Commission.

If Chongqing Municipal Education Commission finds during the process of supervision or handling appeals and complaints that the University or its staff have violated laws, regulations, or the Regulations on the Management of Students in Regular Institutions of Higher Education, failed to fulfill their prescribed duties, or implemented management regulations that infringe upon students’ legitimate rights and interests, it will order the University to make rectifications. In this case, the University will correct the violations in accordance with laws and regulations, pursue the liability of responsible individuals, and if a crime is suspected, submit the case to the competent judicial authorities for legal proceedings.

Chapter VII Supplementary Provisions

Article 65 The University will revise and improve its regulations on student standing management, provisions on disciplinary actions for violations of discipline by students,measures for handlingstudent appeals, student code of conduct, among other regulations, in accordance with these regulations and relevant state laws, regulations and policies.

These regulations also apply, mutatis mutandis, to students pursuing continuing higher education at the University, and to students from Hong Kong, Macao, Taiwan and overseas.

Article 66 These regulations, along with the University’s regulations on academic standing management, provisions on disciplinary actions for violations of discipline by students, measures for handling student appeals, and code of conduct, shall be filed with Chongqing Municipal Education Commission for the record and promptly communicated to students.

The University accepts guidance, inspection, and supervision from Chongqing Municipal Education Commission regarding its student management in accordance with the Regulations on the Management of Students in Regular Institutions of Higher Education.

Article 67 These regulations shall be implemented as of September 1, 2017, simultaneously repealing the original Regulations of Chongqing Normal University on Students Management (CNUF[2010] No. 58). In case of discrepancies between other relevant documents and these regulations, these regulations shall prevail.
