Chapter I General Provisions
Article 1 To maintain the normal order of academic activities and living, educate and guide students to undertake their due responsibilities and obligations, encourage and support their self-management, self-service, self-education, and self-supervision, and promote their all-round development in moral, intellectual, physical, aesthetic and other aspects, this Code is formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Regulations on the Management of Students in Regular Institutions of Higher Education (Order No. 41 Issued by the Ministry of Education), the Charter of Chongqing Normal University and the Regulations of Chongqing Normal University on Students Management (Revised) (CNUF[2017] No. 62).
Article 2 This Code applies to the management of all postgraduate, undergraduate, and junior college (higher vocational) students (hereinafter referred to as "students") enrolled in regular higher education programs at Chongqing Normal University.
Chapter II Basic Code of Conduct
Article 3 Students shall uphold the leadership of the Communist Party of China, conscientiously study Marxism-Leninism, Mao Zedong Thought, the theoretical system of socialism with Chinese characteristics, as well as the important speeches of General Secretary Xi Jinping and his new concepts, new ideas, and new strategies in governing the country, bolster their confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and foster the lofty ideal of communism and the common ideal of socialism with Chinese characteristics.
Article 4 Students shall foster a spirit of patriotism, unity, peace, diligence, courage, and ceaseless self-improvement, and express their patriotism rationally by integrating it into concrete actions such as diligent study and the cultivation of skills.
Article 5 Students shall consciously cultivate and practice the core values of socialism, and be firm believers, active promoters, and exemplary practitioners of these values.
Article 6 Students shall enhance their awareness of the rule of law, and comply with the Constitution, laws, and regulations. They are not allowed to carry out any forms of religious activities, engage in illegal pyramid schemes, cult activities, or superstitious practices, drink excessively, fight, gamble, or take drugs, or distribute, copy, or sell illegal publications or audiovisual materials.
Article 7 Students shall follow the standards of civic morality, and develop good moral character and behavioral habits. They are not allowed to engage in or participate in activities that damage the image of college students or go against the public order and good customs.
Article 8 Students shall comply with the University's charter, rules and regulations, exercise their rights properly, fulfill their obligations diligently, and help create and maintain a civilized, clean, beautiful, and safe environment for learning and living.
Article 9 Students shall practice the University's motto of Virtue, Diligent Learning, Aspiration, and Innovation, be diligent and thoughtful, pursue truth and practical application, master modern scientific and cultural knowledge as well as professional skills, and realize their aspirations through concrete actions.
Article 10 Students shall develop an awareness of integrity, abide by academic ethics, take examinations honestly, pay tuition and fees in accordance with relevant regulations, and fulfill their obligations associated with student loans and financial aid.
Article 11 Students shall develop a sense of ownership, actively participate in the development of the University, cherish and safeguard its interests and reputation, express their demands through legitimate channels, and offer constructive ideas and suggestions.
Article 12 Students shall strengthen their self-management, carry out co-management and self-governance through class, dormitory, or group agreements, and actively participate in and support student organizations such as the Student Union (or Graduate Student Union), Self-Discipline Committee, Dormitory Management Committee, and Library Management Committee in performing their functions of management, service, education, and supervision.
Article 13 Students shall actively participate in collective activities, regulate their behaviors during such events, obtain approval before organizing major extracurricular events and conduct activities in a way that does not interfere with normal order of academic activities and living. They shall not organize or attend large gatherings, parades, or demonstrations without official approval.
Article 14 Students shall enhance their awareness of safety, risk prevention, and self-protection, improve their ability to identify pyramid schemes, fraud, illegal online lending, etc., abide by traffic regulations, avoid using unlicensed vehicles, and enhance their awareness of personal and property safety during off-campus activities such as internships, fieldwork, and competitions.
Article 15 Students shall develop correct consumption values and good spending habits, be independent, diligent, and thrifty, and avoid extravagance, waste, and blind comparison.
Article 16 Students shall improve their physical and mental health, actively do exercises, enhance their personal qualities, and cultivate their aesthetic tastes.
Chapter III Learning Space Code of Conduct
Article 17 Students shallprioritize learning while pursuing all-round development, make good use of their spare time, effectively utilize learning spaces such as libraries, laboratories, and study rooms, study diligently and actively participate in practical training.
Article 18 Students shallabide by the rules and regulations of learning spaces and respect the staff and their work. They are not allowed to engage in activities unrelated to study within these spaces. They shall obtain approval in advance before conducting any collective activities in learning spaces.
Article 19 Students shalladopt a rigorous academic attitude, master effective learning methods, and strictly adhere to all operational and management regulations in laboratories, training rooms, and similar learning environments. They shall not take any experimental materials or chemicals outside without permission.
Article 20 Students shallkeep learning spaces orderly, keep quiet, turn off or mute mobile phones, and avoid loud speaking or behaviors that may disturb others. They are not allowed to occupy seats for extended periods with books or other personal items, or eat meals or snacks in learning spaces.
Article 21 Students shalldress appropriately when entering learning spaces, and keep a neat appearance. Slippers, tank tops, or other inappropriate clothes are not allowed.
Article 22 Students shalltake care of facilities and equipment in learning spaces, and shall not move desks, chairs, or equipment without reason. If items must be removed for learning purposes, students shall put them back afterward as required. Any damage or malfunctions shall be reported promptly.
Article 23 Students shallmaintain a safe environment in learning spaces, take care of personal belongings, like laptops and phones, and know the emergency signs and safety instructions. They shall not bring flammable, explosive, or other hazardous items into learning spaces.
Chapter IV Public Space Code of Conduct
Article 24 Students shallabide by the rules and regulations governing campus public spaces, maintain proper order in these spaces, show the positive spirit of college students, behave politely, respect others, and engage in proper social interactions. Actions that may harm the image of college students are not allowed.
Article 25 Students shalldevelop an awareness of environmental protection, protect the campus environment, save water and electricity, throw waste in the correct bins, avoid using non-eco-friendly products, and protect greenery as well as other landscape facilities.
Article 26 Students shallabide by traffic rules on campus, walk on sidewalks and keep to the right on stairways, ride bicycles at low speed and watch out for pedestrians, and park vehicles in designated areas only. They are not allowed to ride high-power motorcycles or other prohibited vehicles.
Article 27 Students shall behave properlyin the cafeteria. They shall queue up, keep tables tidy, return their utensils, cherish food and participate in the "Clean Plate" campaign. Any food service issues shall be reported accurately and appropriately.
Article 28 Students shallbehave appropriately in auditoriums, gyms, and other venues, follow entry and exit procedures, sit in designated seats, turn off or mute mobile phones, and avoid unnecessary movement.
Article 29 Students shallexercise or play sports safely and with proper form, follow the referee's decisions and respect opponents during competitions.
Article 30 Students shalltake care of public facilities and equipment, use sports equipment and other facilities properly and report any damage or malfunctions promptly.
Article 31 Students shallenhance their awareness of self-protection and campus safety, learn how to respond emergencies such as fires, earthquakes, and extreme weather, be aware of safety risks when moving around slopes, ponds, or tall buildings on campus, and report any unusual situations promptly to the nearest staff.
Chapter V Classroom Code of Conduct
Article 32 Students shallrespect their teachers, study diligently, follow the teaching plan and complete all course tasks conscientiously.
Article 33 Students shallget to class on time, and shall not be late, leave early, or skip class. They shall follow proper leave procedures if unable to attend due to illness or personal reasons. Attending class for others is prohibited.
Article 34 Students shallprepare for class in advance, and bring all relevant textbooks, materials, notebooks, and any other materials necessary for learning.
Article 35 Students shallfollow their teachers’ instructions and maintain classroom discipline. They shall turn off or mute mobile phones, and shall not engage in unrelated activities, use electronic devices for entertainment or read books or materials unrelated to the course.
Article 36 Students shallraise hand and only speak with their teachers’ consent in class. They are not allowed to talk about unrelated things that disturb others or interfere with teaching.
Article 37 Students who need to leave class for illness or personal reasons shall get approval from the teacher and complete leave procedures in a timely manner.
Article 38 Students shallprovide feedback, suggestions, or concerns regarding courses directly to the teacher or the University, and shall not attempt to convey them by neglecting class, skipping lessons, refusing to participate in class activities, or failing to submit assignments.
Article 39 Students shalltake care of classroom equipment and report any damage or malfunctions promptly. The last person to leave shall check and turn off all electrical and water facilities.
Article 40 Students shallcooperate with their teachers or leaders during attendance checks. Student party members and student leaders shall set an example by following the classroom code of conduct and take a leading role in promoting, implementing, and supervising classroom conduct.
Chapter VI Dormitory Code of Conduct
Article 41 Dormitories are important spaces for both living and learning. Students shall be responsible for their conduct upon moving in, and work together to create a safe, harmonious, civilized, and academically focused dormitory environment.
Article 42 Students shall reside in the dormitories assigned to them. Those who need to commute or live off campus due to special circumstances shall complete relevant procedures. They shall comply with necessary room adjustments made for graduation or administrative needs. Unauthorized room changes, as well as the renting or transfer of bed spaces, are strictly prohibited.
Article 43 Students shall abide by dormitory management regulations and cooperate with dormitory staff. They shall return to the dormitory on time and shall not host overnight guests, carry out commercial activities within dormitories or the campus area, drink alcohol, gamble, or play mahjong in dormitories.
Article 44 Dormitory residents shall strengthen their self-management, formulate dorm rules together to ensure a well-ordered learning and living environment, and actively participate in campus cultural development activities to improve the dormitory environment.
Article 45 Roommates shall treat each other with respect, care, and support, and work togetherfor mutual improvement. They shall also respect each other's privacy and not use others' belongings without permission. In the event of health problems, late or missing returns, or emergencies, students shall promptly inform their counselor or the relevant office.
Article 46 Students shall develop good living habits and maintain a civilized dormitory environment. They shall arrange daily routines reasonably, wake up and go to bed on time, avoid disturbing others' rest when speaking, walking, or visiting, hang clothes properly, and be polite when teachers or staff come by.
Article 47 Students shall keep the dormitory and public areas clean and shall not leave trash lying around. They shall learn the basics of hygiene and disease prevention and put them into practice. Pets are not allowed in dormitories.
Article 48 Students shall take care of dormitory facilities, use them properly, and cooperate with the University in dormitory inspections and safety checks. They shall manage and supervise dormitory facilities, as well as promptly report any damage. Intentional damage or arbitrary relocation is prohibited.
Article 49 Students shall use electrical appliances properly, and shall not use high-power appliances such as rice cookers or electric liquid heaters or alter wiring or network connections. They shall turn off lights and taps before leaving.
Article 50 Students shall enhance their safety awareness, store cash and valuables safely, and take care of fire-fighting equipment, safety signs, and other facilities. They shall not keep or use controlled knives, flammable, explosive, toxic, or otherwise illegal items. Any violations shall be reported immediately.
Chapter VII Internet Usage Code of Conduct
Article 51 Students shall abide by national and the University's regulations on internet usage, maintain public order and respect social norms. They are not allowed to engage in online activities that threaten national security, disrupt social stability, or harm others' interests.
Article 52 Students shall use the internet properly, learn to judge information, limit internet use and avoid addiction. They are not allowed to access illegal websites, disseminate illegal text, audio, or video materials, produce or spread false or harmful information, or post or comment blindly online.
Article 53 Students shall strengthen their awareness of cyber security, protect personal information online, prevent internet frauds, and be cautious when making friends online. Any illegal or suspicious online activities shall be reported immediately.
Article 54 Students shall not steal or obtain others' information through illegal ways, or engage in activities that threaten cyber security, including unauthorized attacks, hacking into others' networks, interfering with others’ normal network operations, or stealing network data.
Article 55 Students shall use communication groups properly. They shall not use QQ, WeChat, or other group platforms to post messages about gatherings, marches, or demonstrations, participate in or spread illegal online games, or engage in illegal online activities related to pyramid schemes or illegal online lending.
Article 56 Students shall protect campus network facilities. They shall not replace, dismantle, or reconnect network devices without authorization, alter wiring connections, change device locations, or modify system configurations.
Chapter VIII Supplementary Provisions
Article 57 Students' compliance with this Code will be considered in evaluating their moral conduct and character, and will be an important factor in granting awards or honors. Students who violate this code may be warned or educated, depending on the severity of the case.
Article 58 ThisCode also applies to students pursuing continuing higher education at the University and to students from Hong Kong, Macao, Taiwan, and overseas.
Article 59 This Code is interpreted by the Office of Student Affairs (Student Work Department) and the Graduate School (Graduate Work Department).
Article 60 This Code comes into effect on September 1, 2017, andsimultaneously replaces the former Code of Conduct for Students at Chongqing Normal University (trial) (CNUF[2008] No. 74).
